Is it the duty of statutory regulators to uphold/enforce moral standards?

Statutory regulators such as the OFCOM, GBGB and PEGI, are responsible for the the regulation of television programs and games. They give time slots for specific shows to be aired and age ratings for video games as well as laws for gambling and betting. Their main duty is to uphold the regulation of their media, making sure it is suitable for the intended audience. A moral standard and a regulation of media through age can be seen as different because a 15 year old may not be allowed to play Call Of Duty, but will be allowed to play Destiny which also features killing. I believe that it did he duty of the parents to uphold a moral standard for their children as they are the ones that will by the game. Furthermore, with the ever changing world of media, a moral standard can be hard to identify and precautions may be difficult to put in place.  Currently statutory regulators are enforcing their regulations with age guidelines, ratings and advisory stickers. I believe this is enough to deter people from watching content that is not for them. Furthermore, parents and guardians are able to monitor what their children are watching meaning there is a proactive method in regulating content. Statutory regulators have a duty but parents and guardians have a responsibility to regulate.
